  • Day 3 - diving deeper into the future of Tasmania’s energy network

    The third online session of the People’s Panel was held on Saturday 2 May, marking another important milestone in the Panel’s journey.

    The first part of this session focused on responding to the key information gaps identified by panel members following the Day 1 discussions.

    To help guide the session, TasNetworks brought the eight information gaps identified by the Panel together into four key themes:

    • Planning for the future – including strategic decision-making, the role of government, and how we are preparing for changing energy demand.
    • Investment – how investment decisions are made and the potential impacts of not investing

    The third online session of the People’s Panel was held on Saturday 2 May, marking another important milestone in the Panel’s journey.

    The first part of this session focused on responding to the key information gaps identified by panel members following the Day 1 discussions.

    To help guide the session, TasNetworks brought the eight information gaps identified by the Panel together into four key themes:

    • Planning for the future – including strategic decision-making, the role of government, and how we are preparing for changing energy demand.
    • Investment – how investment decisions are made and the potential impacts of not investing in the network.
    • Pricing – what makes up network charges, why costs vary between customers, and questions around fairness between rural and urban communities.
    • Balancing investment options and fairness – exploring the challenges other network service providers are facing, the shared pressures of the renewable energy transition, and how equity is considered in decision-making.

    The session also featured a presentation from external guest speaker Sabiene Heindl, CEO of the Energy Charter, who provided a national perspective on the challenges and opportunities of the energy transition, particularly in relation to fairness, equity and customer outcomes.

    To make some of the more technical topics easier to understand, the team also developed a series of animated videos covering:

    • how we make investment decisions
    • how network pricing works
    • consumer energy resources and their impact on the network.

    Since the Panel first came together, members have built a strong understanding of the energy industry, the challenges facing the network, and the complexities involved in balancing cost, reliability and fairness.

    The depth and quality of the questions being asked by the Panel now reflects just how much knowledge members have developed throughout the process. The discussions are becoming increasingly informed, thoughtful and detailed, helping to drive deeper conversations across a range of complex topics.

    The People’s Panel is now entering the next stage of its journey, where members will begin bringing together everything they have learned to develop recommendations that will help shape the business’s future investment decision-making.

    The Revenue Reset People’s Panel has now come together for two further sessions, continuing the journey to better understand the challenges and opportunities facing Tasmania’s energy network.

    Since the initial Meet and Greet session, panellists have been steadily building their knowledge through presentations from TasNetworks subject matter experts. Together, the Panel has explored a range of important topics including reliability, resilience, consumer energy resources, digital capability, and customer experience.

    The Day 1 and Day 2 sessions gave panellists the opportunity to hear directly from experts, ask questions, and explore how the network operates today, as well as how it may

    Alongside the presentations, panellists have also been working through the People’s Panel Manual, helping to build a shared understanding of the key issues and trade-offs that will be considered throughout the process.

    Observers have noted the respectful and considered approach the Panel is taking to discussions. They have also asked insightful questions about how TasNetworks makes decisions about the network and balances the needs of different customers and communities.

    Many panel members have also shared experiences from their own lives and local communities, helping the group consider these issues from a wide range of perspectives and real-world experiences.

    As the process continues, the Panel will begin using the knowledge they have built to develop recommendations that will help shape the Combined Proposal submitted to the Australian Energy Regulator in early 2028.

    Tasmania’s electricity system is changing. New technologies are altering how electricity is generated and used. Extreme weather events are becoming more frequent. Parts of the network are ageing and need to be replaced. At the same time, many customers are experiencing cost-of-living pressures and expect services to remain reliable and affordable.

    The Revenue Reset is how TasNetworks brings these factors together and explains the choices we need to make about operating and investing in the network for 2029 to 2034. These choices involve trade-offs. It is

    Your role as Panel members is to bring your values, lived experience and judgement to the discussion. Together, that helps create a stronger foundation for decision-making.

It is to help us understand what feels reasonable, fair and appropriate from a customer and community point of view when choices need to be made.

The People’s Panel (the Panel) has been established to bring a community perspective to questions that do not have simple answers. Your role is not to make technical or regulatory decisions. It is to help us understand what feels reasonable, fair and appropriate from a customer and community point of view when choices need to be made.

    TasNetworks owns and operates the transmission and distribution electricity networks that are used in businesses and homes across Tasmania. Decisions about how the network is planned, maintained and upgraded have long-term consequences for households, businesses and communities across Tasmania.

    Every five years, TasNetworks must explain to the Australian Energy Regulator how much funding is needed to operate the network safely, reliably and responsibly, and why. That process is known as a Revenue Reset. It requires careful judgement about priorities, timing and trade-offs, particularly at a time when expectations, technology and costs are all changing.

    The Board will consider the insights and recommendations from the Panel as part of the broader engagement evidence for the Revenue Reset. We are committed to being transparent about what we heard and how that input was considered.

    As a provider of electricity transmission and distribution network services in Tasmania, TasNetworks is required to submit a regulatory proposal to the Australian Energy Regulator (AER) every five years, detailing our plans to build, operate and maintain Tasmania's electricity network.

    This process is known as a 'Revenue Reset’ and is one of the AER's key mechanisms to ensure our customers pay no more than necessary for safe and reliable power. At the end of this process, the AER releases a final determination that sets out the revenue we can recover in the new regulatory period, which starts on 1 July 2029 and runs until to 30 June 2034.
